LIBRARY RULES


RULES OF CONDUCT FOR PATRONS OF THE FRANKFORT COMMUNITY
AND CLINTON COUNTY CONTRACTUAL PUBLIC LIBRARY
Revised & Approved by the Board of Trustees, March 9, 2009

The following rules apply to the buildings and grounds of the Frankfort, Michigan Road, Mulberry, and Rossville Libraries. Patrons are required to follow the rules so that everyone can enjoy the use of the library. Violation of any of the following rules will result in a warning and/or being banned from the library property.

1.  No conduct is permitted which is disruptive to the operation of the library or threatening to patrons, staff or library property.
This includes, but is not limited to, running, offensive smells, loud talking and laughing, fighting, throwing objects, boisterous behavior, riding scooters or skateboarding. No bicycles, skateboards, or scooters are allowed inside the library.

2.  The use of obscene language or gestures is prohibited.
The definition of obscene is: offensive to modesty or decency; lewd; disgusting; filthy; repulsive. Obscene can also be defined as language or gestures, which convey a sexually explicit message or describe intimate bodily functions in a coarse or crude manner.

3.  Solicitation is prohibited unless authorized by the library in advance.
This includes, but is not limited to, selling raffle tickets or candy for personal gain or for a charitable cause, begging, panhandling, proselytizing or circulating petitions.

4.  Eating and drinking are allowed only in designated areas.
No food or drinks are allowed in the main library or children’s library.

5.  Smoking is prohibited in the building.

6.  Sleeping is not allowed in the library if it disturbs or interferes with other patrons’ use of the library.

7.  Loitering is prohibited
Loitering is defined as remaining or wandering in a public place without any apparent legitimate reason. A patron who wanders about or disturbs people and who is not using library materials may be considered loitering.

8.  Animals of any kind are not allowed in the library unless part of a library sponsored activity.
Aide animals for persons with disabilities are exceptions to the rule. Anyone else entering the library with an animal will be asked to leave.
If the person returns without the animal he/she will be allowed to use the library.

9.  Patrons must be dressed, including shoes and shirt, or they will be asked to leave.
Placing feet on furniture, tables, or chairs is prohibited.

10.  Damage, defacement, or destruction of library materials, equipment, facilities or properties is prohibited.

11.  Parents must follow the Library Board adopted policy, “Children Visiting the Library.”

12.  Loaded firearms are prohibited.

13.  The Library reserves the right to inspect any parcels, book bags, bags, etc., that are carried into or from the library facilities.

14.  Any illegal behavior is prohibited, and the library staff will call the Frankfort Police Department or Juvenile Aid Division to take charge of the situation.


At the discretion of the Library Director or a designee, people who violate the law or rules of the library may be banned from the premises. If they return without prior permission they may be arrested for trespassing. Patrons banned may appeal the Library Director’s decision to the Board of Trustees.
